DeBaise <p>James J. DeBaise Sr., 92, of Wallingford, died Tuesday, March 7, 2017, at his home. He was the beloved husband of the late Julia (Tillert) Debaise.</p><p><br></p><p>He was born in Wallingford, December 19, 1924, a son of the late Pasquale and Assunta (DellaVecchia) DeBaise and was a World War II Veteran having served in the U.S. Navy. Mr. DeBaise was a mechanic and in his James City emerged as a haven for free black men and women in eastern North Carolina during the Civil War. By 1865, approximately 3,000 blacks had migrated to the city, and the town thrived after the war. However, after the federal government allowed the original landowners sole ownership of James City, the black community started leaving the area.
