The Unified Development Ordinance (UDO) is a set of city rules to make sure the growth of Charlotte fits the community's goals. The Charlotte UDO takes input from the public to decide how the city should grow and where the city government should focus resources. Gantt Center for African-American Arts The Center is home to the largest man-made whitewater river in the world. Coming to the Billy Graham Library is one of the top things to do in Charlotte. It can be very affordable, as you can explore the area yourself at no charge or go on a low-cost tour.
