A gift to a local council, designated by the donor to the Council endowment fund, qualifies for membership as a James E. West fellow. The gift must be in addition to—and not replace or diminish—the donor's annual Friends of Scouting support. Membership starts with a minimum gift of $1,000 in cash or marketable securities. An integral part of our goal to expand our endowment trust fund and ensure the future financial stability of the council is the James E. West Fellowship Award. BUILDING A LEGACY Dr. James E. West was the BSA's first Chief Scout Executive. His hard work and dedication resulted in building the James E. West was the first Scout Executive starting in 1911 and serving until 1943. But, wait a minute, BSA started in 1910. Were we rudderless for a year? No. The position of Chief Scout Excutive was created in 1911 as a professional role. From 1910 to 1915, "Chief Scout" which was a volunteer role filled by Ernest Thompson Seton. James Edward West (1876-1948) was a lawyer and an advocate of children's rights, who became the first Chief Scout Executive of the Boy Scouts of America (BSA), serving from 1911 to 1943. Upon his retirement, West was given the title of Chief Scout.
